An Active X control would be loaded into your local computer's memory and would run continuously in order to provide improved or essential functionality for viewing web pages.
From a security standpoint you should always know the source of any Active X control before downloading or installing their software. Sad to say, there are individuals who develop such software in order to perform illegal or malicious acts on your computer.
Having warned you about the dangers of installing active X software or programs, there may be times when it is essential to install such "controls".
For example, on one of our client websites we create links for render 2-D and 3-D CAD images of custom parts that have been designed during the web visit. In order for a visitor to be able to see and manipulate a 3D image of a product, they need to install and Active X Control.
Another example could be the requirement that some websites have of installing a specialized control in order to monitor large software downloads and to be able to restart the download at the "point where the download left off" in the event that there is a service interruption.
